Deliveries into Cook County suburbs depend on the receiving municipality's opt-in posture; some Cook suburbs ban deliveries entirely, while unincorporated areas allow them under Ch. 102.
Delivering without state licensure, exceeding CRTA possession limits, delivering to minors, or operating in a banned suburb triggers Sheriff arrests, IDFPR license revocation, vehicle seizure, and felony charges under the Illinois Controlled Substances Act for non-licensed couriers.
