Under LAMC Section 104.05.3, only Type 9 (non-storefront) and Type 10 (storefront) retailers and microbusinesses may deliver to LA addresses. Drivers must be employees, carry the state license copy and trip manifest, and verify the customer is 21+ (or 18+ medical with a recommendation). Vehicles need GPS tracking and a locked compartment. Cash and product on-person are capped per state rule. LA expressly allows delivery into any address regardless of local zoning under Bureau of Cannabis Control regulations and the Department of Cannabis Control rules adopted statewide in 2021.
