Delivering without state licensure, exceeding CRTA possession limits, delivering to minors, or operating in a banned suburb triggers Sheriff arrests, IDFPR license revocation, vehicle seizure, and felony charges under the Illinois Controlled Substances Act for non-licensed couriers.
