Under New York Cannabis Law, OCM issues delivery licenses allowing couriers to bring adult-use cannabis from licensed retailers or microbusinesses to consumers age 21 and over. Deliveries require ID verification at the door, secure transport, daily transaction logs, and limits on cash carried. Drivers cannot consume cannabis or alcohol while working and vehicles cannot bear cannabis branding. Westchester County itself opted in to retail; only Westchester municipalities that opted out of retail dispensaries (a minority) restrict storefront operations, though delivery into opt-out municipalities is generally still permitted under state law.
