NY Cannabis Law 131 gave municipalities a one-time opt-out from adult-use retail dispensaries and on-site consumption by local law passed by Dec 31 2021. Orange County towns that opted out include Blooming Grove, Chester, Cornwall, Crawford, Goshen, Hamptonburgh, Highlands, Monroe (village), Montgomery (town), New Windsor, Tuxedo, Wallkill, Warwick, Woodbury. Newburgh (city and town), Middletown, Port Jervis, and some others allow. OCM issues licenses. Retail dispensaries must be 500+ ft from schools and 200+ ft from houses of worship.
