Dispensaries require both a MSDH state license and local zoning/use approval — typically permitted only in C-3 or C-4 commercial zones with site-plan review. Patient card verification, surveillance cameras retained 30 days, and seed-to-sale tracking are mandatory. Operating hours are capped by state rule.
