Virginia legalized recreational cannabis use and possession in 2021, but the retail sales framework under the Cannabis Control Authority (CCA, VA Code §4.1-600 et seq.) has stalled amid political disputes — as of early 2026, the General Assembly has passed retail framework bills that have been vetoed, meaning no adult-use dispensaries operate. Medical cannabis remains available through pharmaceutical processors (Columbia Care, jushi, Green Thumb Industries, Verano) under the medical program — Virginia has five health service areas each with a licensed processor. The closest medical dispensary to Loudoun County is in Manassas (Columbia Care's Cannabist).
