The Office of Cannabis Management (OCM) issues state licenses with local zoning certification required. Clifton Park, Halfmoon, Malta, Ballston Spa, Milton, Wilton, and most other Saratoga County municipalities OPTED OUT of retail dispensaries, though a future referendum could reverse. Licensed dispensaries in opt-in municipalities must comply with OCM security, signage, and operational rules. Hours limited to 8 AM to 10 PM. Medical cannabis dispensaries operate under separate state rules and were not subject to opt-out. Federal cannabis laws still apply on federal property (VA facilities, Saratoga National Historical Park).
