MGL c.94G §3 gives every Essex town authority to impose reasonable safeguards on marijuana establishments — limiting how many operate, fixing hours, and confining them to chosen zoning districts, plus buffers from schools. Salem, Peabody, and Gloucester host licensed retailers; other communities capped or barred them by ballot or bylaw. A town limiting retailers to fewer than 20 percent of its liquor-license count must send that limit to voters. Every operator also holds a state license from the Cannabis Control Commission and a host community agreement with the town before opening.
