Plants must be in an enclosed, locked area not visible from public spaces or neighboring properties. Home cultivation for personal use became effective 18 months after dispensary sales began - permitted statewide. Landlords may prohibit in rental properties. Rochester and Monroe County towns follow state law; no additional local restrictions. Home cultivators may not sell. Commercial cultivation requires Office of Cannabis Management (OCM) license.
