No Monroe County township or borough can override this, so a home grow in Stroud, Coolbaugh, Pocono, or any Poconos community is a state crime, POA rules aside.
Cultivating cannabis is prosecuted under 35 P.S. §780-113, graded by amount, carrying fines and possible imprisonment. Distributing homegrown cannabis raises the grade to a felony.
