HRS 329-122 allows qualifying 329 cardholders to cultivate up to ten plants at a single registered grow site, with tagging requirements and a prohibition on inter-island transport. Caregiver cultivation has been limited to minors or incapacitated adults since January 1, 2024. Mililani Town Association and Mililani Mauka Association covenants may restrict cultivation visibility, odor, and structures, and many rental leases prohibit cannabis growing entirely. Recreational cultivation remains illegal statewide.
