Mililani Town is not in the ROH Sec. 13-6.2 prohibited vending zone list, which targets Waikiki and downtown malls. Public parks, arterial sidewalks, and HOA common areas still require separate authorization.
ROH Sec. 13-6.2 lists specific public-property vending prohibitions, including the Waikiki peninsula (streets, alleys, sidewalks, malls, parks, beaches), Fort Street Mall, Union Street Mall, Chinatown, College Walk Mall, and Sun Yat Sen Mall. Mililani Town is not on the list. Still, Mililani District Park, Mililani Mauka District Park, and similar Parks Department facilities require concession or special-event authorization for vending. Sidewalks along Kamehameha Highway and Meheula Parkway are controlled by DTS. Many Mililani vendor opportunities occur on private shopping center lots (Mililani Shopping Center, Mililani Town Center) with owner consent. Article 6A's abutting-store carve-out can apply on qualifying sidewalks.
Unauthorized public-property vending is subject to citation under Sec. 13-6.4 with fines and possible license revocation; Parks Department may also enforce trespass.
