Cannabis home cultivation in Honolulu County is governed exclusively by state law; the ROH does not contain a county cultivation ordinance. HRS 329-122 allows qualifying patients with a 329 medical card, and certain caregivers (since January 1, 2024 limited to minors and incapacitated adults), to cultivate up to ten cannabis plants at a single registered grow site. That site must be the patient's residence, the caregiver's residence, or another site under their control. All plants must be tagged with the 329 card number and expiration date. Inter-island transport is prohibited, and recreational cultivation remains illegal statewide.
