Wayne County does not impose a stricter ceiling, though cities such as Detroit and Dearborn may enforce zoning limits on accessory cultivation structures. Plants and harvested cannabis must remain on the home cultivator premises and cannot be sold without a Cannabis Regulatory Agency license. Landlord and HOA bans remain enforceable.
Exceeding the 12-plant household cap, public-view cultivation, or unlicensed sale can result in civil infractions, criminal charges, and forfeiture of plants under state law.
