Michigan law allows adults 21+ to grow up to 12 plants at home for personal use. Livonia does not override this but prohibits outdoor visibility and any commercial retail operation.
Under the Michigan Regulation and Taxation of Marihuana Act (MRTMA, 2018 ballot Proposal 1), an adult 21 years or older may cultivate up to 12 marihuana plants at their private residence for personal use, with the yield not sold or transferred in exchange for value. Livonia cannot prohibit this home cultivation right but regulates secondary effects through its zoning and nuisance code: plants cannot be visible from a public place (must be screened behind a 6-foot fence, inside a locked greenhouse, or indoors), cultivation cannot produce odor detectable at the property line sufficient to constitute a nuisance, and supplemental lighting cannot create light trespass onto neighboring parcels. Landlords and HOAs may still prohibit cultivation on leased or covenanted property. Extraction using butane, propane, or other flammable solvents is unlawful in a residence under the state fire code. Renters should check their lease carefully. Cannabis cannot be consumed in public in Livonia or Michigan generally, including multi-family common areas. Violations at home are typically addressed as nuisance and zoning enforcement rather than criminal matters unless state plant limits are exceeded.
