Livonia exercised its authority under Section 6 of the Michigan Regulation and Taxation of Marihuana Act (MRTMA) to opt out of allowing adult-use marihuana establishments. The Livonia City Council adopted an ordinance in 2019 prohibiting all classes of marihuana establishments including retailers, microbusinesses, growers, processors, safety compliance facilities, secure transporters, and designated consumption establishments. Medical marihuana facilities under the Medical Marihuana Facilities Licensing Act are likewise not allowed. This means no dispensary, provisioning center, grow operation, or cannabis consumption lounge can lawfully locate within Livonia city limits regardless of zoning district. Home cultivation and personal use by adults 21+ remain protected under state law, but retail sales and commercial operations are prohibited. Residents seeking to purchase cannabis legally must do so in neighboring Michigan municipalities that have opted in, such as certain parts of Ferndale, Hamtramck, or Detroit. Any attempt to operate without a city license would be subject to zoning enforcement, utility shut-off, and potential state licensing action through the Michigan Cannabis Regulatory Agency.
