Indiana remains one of a handful of states with no medical or recreational cannabis program as of 2026. There is no homegrow allowance, no caregiver exemption, and no decriminalization at the state level. Indianapolis prosecutors under former Marion County Prosecutor Ryan Mears announced a deprioritization policy for low-level possession (under one ounce) starting 2019, but cultivation remains aggressively prosecuted regardless of plant count, and federal banking and seed sales restrictions still apply.
