Following statewide guidance under the California Cannabis Equity Act, Santa Ana adopted an equity program for new commercial cannabis applicants. Eligible applicants generally must show low to moderate income and either a prior California cannabis-related arrest or conviction, or residence in a city neighborhood disproportionately affected by past enforcement. Approved equity applicants get reduced city fees, dedicated assistance navigating Title 18.51, and priority slots in any new permit rounds. The program is paid in part by state grant funding and is administered by the city Cannabis Program office.
Submitting false equity eligibility information, transferring an equity permit to a non-equity owner without approval, or using equity benefits outside Santa Ana operations.
