California Proposition 64, codified in Health and Safety Code section 11362.2, lets adults 21 and over grow up to six plants for personal use at their primary private residence. Santa Ana implements this through Title 18.51 by requiring all personal cultivation to take place inside a fully enclosed, secured structure that is not visible from public view. Outdoor backyard grows are prohibited even if compliant with the six-plant cap. Plants must be kept away from children and reasonable security must prevent diversion. The six-plant cap is per residence, not per resident.
