California Health and Safety Code 11362.2 lets Anaheim adults twenty-one or older cultivate up to six cannabis plants per residence indoors, but Anaheim follows the state-allowed local ban on any outdoor personal cultivation.
Proposition 64 guarantees every California adult the right to grow up to six plants per private residence, and cities cannot ban indoor cultivation entirely. However, state law explicitly authorizes cities to ban or restrict outdoor cultivation, and Anaheim prohibits all outdoor personal cannabis cultivation visible from a public place or accessible without a key, lock, or other security measure. Indoor grows must be within a fully enclosed structure, not visible from the street, and use lawful electrical and ventilation work. Renters need landlord permission. Plants and harvest must remain at the residence and cannot be sold without a state license.
Outdoor cultivation, more than six plants per residence regardless of occupants, or any sale without state license is a misdemeanor under state law and a code enforcement violation locally.
