AMC Section 4.100.035 expressly prohibits outdoor cultivation of marijuana plants in any zoning district in Anaheim. Under California Health and Safety Code Section 11362.2 (Proposition 64), adults 21 and older may cultivate up to six living cannabis plants indoors per residence for personal use. Plants must be grown in a locked space not visible from a public place. Indoor cultivation must comply with building and fire codes. The six-plant limit is per residence, not per person. Cultivation for sale remains illegal without a state license, which Anaheim does not issue. Medical marijuana patients may also grow under state MCRSA provisions. Two-party consent applies to recording conversations about cultivation under California Penal Code 632.
