Plants must not be visible from public rights-of-way or neighboring properties. The growing area must be locked to prevent access by minors. Indoor cultivation must comply with building and fire codes, meaning no bypassed electrical circuits, no hazardous modifications to the structure, and adequate ventilation. Odor from cultivation that creates a nuisance to neighbors may trigger code enforcement action. Water and electrical usage must not create safety hazards. The six-plant limit applies per residence regardless of the number of adults living in the household. Possession of harvested cannabis for personal use is limited to 28.5 grams of flower or 8 grams of concentrate. Commercial cultivation is prohibited in all zones under NBMC.
Exceeding the six-plant limit is an infraction with fines up to $250 for amounts under California state thresholds. Outdoor cultivation violates city ordinance with administrative fines starting at $100.
