Under California Health & Safety Code Section 11362.2 (Proposition 64, the Adult Use of Marijuana Act), adults 21 and older may cultivate up to six living cannabis plants per residence for personal use. Garden Grove's Municipal Code restricts cannabis cultivation to indoor growing only. Plants must be kept in a locked, enclosed space within a private residence and must not be visible from any public place or adjacent property. The growing area must comply with all applicable building, electrical, and fire codes. Butane hash oil extraction and other volatile solvent processing are strictly prohibited in residential areas. Cannabis plants cannot exceed the six-plant limit regardless of the number of adults in the household. Landlords may prohibit cultivation in rental properties. The harvested cannabis is for personal use only and cannot be sold. Growing outdoors, including in backyards, greenhouses visible from public areas, or on balconies, is not permitted within Garden Grove city limits.
Violations of indoor cultivation requirements are enforced by Garden Grove Code Enforcement. Growing more than six plants, outdoor cultivation, or visible growing operations can result in administrative citations and fines. Illegal sales carry criminal penalties.
