AMC Chapter 4.20 Section 4.20.030 makes it unlawful to operate medical marijuana dispensaries in Anaheim. AMC Chapter 4.100 bans recreational cannabis dispensary operations citywide. AMC Chapter 4.21 prohibits mobile medical marijuana dispensaries and Section 4.21.030 bans delivery of marijuana products to any location within Anaheim. Section 4.100.040 further bans recreational marijuana delivery. Commercial cultivation and processing of cannabis is prohibited. A city task force has explored potential ordinance changes that would allow limited cannabis businesses confined to industrial zones with buffer zones around schools, parks, libraries, daycare centers, and youth sites, but no such ordinance has been adopted. State-licensed delivery from outside jurisdictions remains a legal gray area.
