Even though Anaheim bans local cannabis businesses, California Bureau of Cannabis Control regulations and the Bureau v. Santa Cruz County rulings permit licensed retailers from other cities to deliver to Anaheim adult residents at private addresses.
California Code of Regulations title 4 section 15414.1 expressly preempts local bans on the act of delivery itself, ruling that licensed retailers may deliver to any jurisdiction in the state. Anaheim cannot stop a licensed Santa Ana, Costa Mesa, or Los Angeles retailer from delivering cannabis to a private home or apartment within Anaheim. Drivers must carry the original delivery manifest, government ID for the buyer, and limit per-trip inventory to $10,000 in product. Deliveries to hotels, schools, federal property, or anyone under twenty-one are prohibited. Deliveries to public spaces, the Disneyland Resort, or city parks are not lawful.
Receiving delivery while underage or reselling delivered cannabis is a misdemeanor. Unlicensed drivers face state criminal penalties and asset forfeiture; legitimate retailers risk license revocation for non-compliance.
