Are off-leash dogs allowed on Koko Head trail?

No. ROH Chapter 7, Article 4 and ROH 10-1.7 require dogs to be leashed on public trails and parks throughout East Honolulu. The eight-foot maximum applies.

What length leash is required on Maunalua Bay Beach?

No longer than eight feet. Dangerous dogs must be on a six-foot leash held by an adult under ROH 7-7.2.

Do retractable leashes comply?

Only if locked at or under eight feet. Retractables extending beyond eight feet violate ROH 7-4 even if the dog is close.

Are there any off-leash dog parks in Honolulu?

Yes. The Director of Parks and Recreation may designate specific parks as off-leash areas under ROH § 10-1.7. Dogs in all other public parks must be on a 6-foot leash.

Does the leash law apply on my own property?

Yes. When a dog is outdoors on the owner's premises, it must also be attended and either leashed or otherwise controlled to prevent it from becoming a stray or nuisance.

Are service dogs exempt from the leash requirement?

Yes, when using a leash would interfere with the service dog's performance of its duties, or when the handler's disability prevents leash use, an alternative control method is permitted.
