Honolulu requires dogs to be on a leash no longer than 6 feet whenever off the owner's premises, under ROH Chapter 12, Article 4. Designated off-leash parks are permitted by the Department of Parks and Recreation.
ROH Chapter 12, Article 4 (Regulation of Dogs) requires that any dog outside the owner's premises be attended and on a leash no longer than 6 feet, held by a person at least 18 years old. On the owner's premises outdoors, dogs must also be attended and leashed or otherwise secured. Designated off-leash parks (§ 10-1.7) are excepted. Service dogs are exempt when leashing would interfere with their duties. The Hawaiian Humane Society and HPD share enforcement responsibility.
First offense: $50 fine. Second offense within 2 years: $100. Third or subsequent offense within 2 years: $500–$1,000 fine and/or up to 30 days imprisonment (§ 12-4.9).
