The rule applies on the Pearl Harbor Historic Trail, along Kamehameha Highway sidewalks, at Neal Blaisdell Park, and throughout Pearl City Highlands and Waimalu neighborhoods. Public park leashing is additionally addressed at ROH 10-1.7. Dogs declared dangerous under Article 7 must use a maximum six-foot leash held by an adult handler, with muzzling conditions per ROH 7-7.2.
Off-leash violations are petty misdemeanors with fines, potential impoundment at the Hawaiian Humane Society, and escalating penalties for repeat offenders or dogs causing injury.
