Revised Ordinances of Honolulu Chapter 12, Article 7 (§§ 12-7.1–12-7.8) governs dangerous dogs. A dog is "dangerous" when it attacks, without provocation, a person or domestic animal causing injury, or behaves in a manner a reasonable person believes poses an imminent threat. The statute expressly provides that breed shall not be considered in determining whether a dog is dangerous. Owners of a declared dangerous dog must confine the animal in a locked fenced area or escape-proof kennel meeting size and safety standards. The Hawaiian Humane Society and Honolulu Police Department enforce compliance.
First offense: petty misdemeanor, $500–$2,000 fine. Subsequent offense within 5 years: misdemeanor, $1,000–$2,000, up to 6 months imprisonment, and mandatory restitution.
