ROH Chapter 12, Article 2 (§§ 12-2.2 through 12-2.5) governs animal nuisances and special requirements. Section 12-2.5 limits poultry (chickens, ducks, geese, turkeys, pigeons, peafowl) to no more than two per household. Farm animal enclosures must not be placed within 300 feet of any property line. Enclosures must comply with zoning and building codes and must not be in required setbacks. Animals causing continuous noise for 10 minutes or intermittent noise for 30 minutes are prohibited as nuisances under § 12-2.3. Roosters are effectively barred by the noise nuisance provision. The Honolulu Humane Society and DPP enforce violations.
First offense fine $50; second offense within two years $100; third or more offenses within two years $500–$1,000 and possible imprisonment up to 30 days.
