ROH Sec. 7-2.4 sets the noncommercial keeping standards citywide, including Kailua's windward residential neighborhoods from Lanikai to Enchanted Lake. No more than two chickens (hens) per household are allowed, roosters are expressly prohibited in noncommercial keeping, and enclosures must satisfy Land Use Ordinance setback and sanitation requirements. 'Poultry' in 7-2.2 covers chickens, pigeons, turkeys, geese, ducks, and peafowl. Article 2's commercial exception (7-2.1) only applies where the Land Use Ordinance already permits commercial kennels or livestock operations, which is not the case in Kailua's R-5/R-7.5/A-1 residential tracts.
