For whole-home STRs, capacity is governed by the NC Residential Code (room size, egress, smoke and CO alarms) and any HOA or condominium rules.

Does High Point require a short-term rental permit?

No. High Point has not adopted a stand-alone STR registration program. NCGS 160D-1207(c) and Schroeder v. City of Wilmington restrict NC cities from compelling STR registration. Hosts must still register with the NC Department of Revenue for sales tax and with Guilford County for the 6 percent occupancy tax.
