No. Ordinance 858, Section 3(a) bans even 'safe and sane' fireworks (defined per California Health & Safety Code 12529) in all unincorporated areas. They are only allowed in certain incorporated cities (Indio, Coachella, Blythe, Desert Hot Springs) or at a special County-authorized July 4 site designated by the Fire Chief.

Can my landlord or I be fined if a guest lights fireworks on my property?

Yes. Section 7(b) of Ordinance 858 makes property owners and persons in control of property strictly liable for allowing anyone — including a minor — to use fireworks on their property, 'regardless of the property owner's intent, knowledge or negligence.' Administrative civil penalties escalate from $1,000 up to $5,000 for repeat offenses within 36 months.
