All fireworks — including sparklers, fountains, and so-called 'Safe and Sane' fireworks — are illegal everywhere inside Jurupa Valley city limits under JVMC Chapter 11.40. The City participates in Riverside County's 'You Light It, We'll Write It' enforcement campaign, with civil penalties starting at $1,000 per Riverside County Ordinance 858.
Although California Health & Safety Code §12500 et seq. (the State Fireworks Law) permits 'Safe and Sane' fireworks at the state level, individual cities can ban them. Jurupa Valley has done so. Jurupa Valley Municipal Code Chapter 11.40 (Fireworks) prohibits the use, storage, sale, distribution, and possession of any fireworks — including state-classified 'Safe and Sane' devices — anywhere within city limits. The ordinance is rooted in the city's wildland-urban interface exposure (Jurupa Hills, Pedley Hills) and its dense logistics/warehouse corridor. Enforcement is shared by Riverside County Sheriff's Department (which contracts to provide police services), Riverside County Fire Department / CAL FIRE, and city Code Enforcement. Riverside County's joint 'You Light It, We'll Write It' campaign runs each year around June 27 – July 5 with extended hotline hours. Property owners can be held administratively responsible if illegal fireworks are launched from their property.
Per Riverside County Ordinance No. 858 (as amended through 858.2), which Jurupa Valley applies in coordination with the County, civil administrative penalties for the discharge or possession of illegal fireworks are $1,000 for a first offense, $2,000 for a second offense, and $5,000 for third and subsequent offenses, plus property-owner liability where fireworks are launched from private property. Possession of 'dangerous fireworks' (anything other than Safe and Sane, which Jurupa Valley also bans) is a misdemeanor under Cal. Health & Safety Code §12677, punishable by up to one year in jail and/or fines. Confiscation of all illegal fireworks is automatic.
