How tall must my pool fence be in Jurupa Valley?

The primary barrier must be at least 60 inches (5 feet) high and non-climbable. A qualifying state enclosure also has a minimum height of 60 inches with a maximum ground clearance of two inches.

Can my house wall count as part of the pool barrier?

Yes. JVMC Chapter 6.30 allows the walls of a single-family dwelling to be used as part of the barrier, but doors with direct access to the pool must then have self-closing/self-latching devices or exit alarms, and at least one additional drowning-prevention feature is required.

Do I need a separate permit for the fence?

Yes. Per the city Building Department submittal requirements, any new walls or fences needed to comply with the barrier requirements must be submitted as a separate permit.

How tall does my pool fence have to be in unincorporated Riverside County?

At least 60 inches (5 feet) above grade on the side facing away from the pool, per Ordinance 421, Section 3.1.1. The County's plan-check checklist also lists a 5-foot-minimum primary barrier. No rock outcropping or structure within 3 feet may reduce the effective height below 60 inches.

Can the gate latch be low so adults can reach it easily?

Only with safeguards. If the self-latching release is less than 54 inches from the bottom of the gate, Ordinance 421, Section 3.1.5 requires the release to be on the pool side at least 3 inches below the gate top, with no opening greater than 1/2 inch within 18 inches of the release. Pedestrian gates must also swing away from the pool.
