Are parents penalized if their kid breaks curfew?

Yes. RMC § 9.06.060 makes a parent or guardian who knowingly permits or, through insufficient supervision, allows a curfew violation guilty of the same infraction.

What are the exceptions?

Accompaniment by a parent/guardian, going to or from a job, school, religious or city-sponsored activity, medical emergencies, First Amendment-protected activity (e.g., political protest), errands directed by a parent, and being on the sidewalk in front of your own home.
