Can I walk my dog in the park after sunset?

Only within 30 minutes after sunset. After that the park is closed under RMC § 9.08.110, and being there is an infraction.

Can I reserve a park for an evening event?

Yes. Apply for a Facility Reservation Permit through the Parks, Recreation and Community Services Department under RMC § 9.08.120 at least 10 working days before your event. The permit can authorize use during non-daylight hours.
