Yes. Section 7-9-64(d) limits fences, walls, and hedges to 3.5 feet within five (5) feet of where a street right-of-way meets your property line, driveway, accessway, or alley. Section 7-9-64(e) applies a 3.5-foot limit within a triangle measured 15 feet back from a street-intersection corner.

Can I put a chain-link fence in my front yard?

Not within the required front setback. Section 7-9-64(b)(3) prohibits chain-link fencing in a front setback area in unincorporated Orange County. Chain-link may be allowed elsewhere on the lot subject to the applicable height limits.
