Can a contractor start at 6 a.m. in Rialto?

Only from May 1 through September 30. Outside that summer window (October 1–April 30) the earliest weekday start is 7:00 a.m. on Monday–Friday and 8:00 a.m. on Saturday under RMC §9.50.070(B)(1).

Is Sunday construction ever allowed?

No. RMC §9.50.070(B) lists 'No permissible hours' for Sundays and California state holidays in both seasons. The only exceptions are an actual emergency repair (§9.50.070(D)(1)) or work under a written early-work permit from the City Manager (§9.50.070(D)(2)).

Does the construction-hour rule apply to me doing my own home improvement?

Yes. §9.50.070(A) reaches any work of 'construction, erection, alteration, repair, addition, movement, demolition, or improvement to any building or structure' — DIY homeowners are covered. Domestic power tools used in garages or workshops are separately restricted to 7 a.m.–8 p.m. under §9.50.050(C).
