The Simi Valley short-term rental ordinance approved on first reading May 11, 2026 caps overnight occupancy at two adults per bedroom (children are not counted), bans all events and parties, and requires neighbor notification for unhosted units. Until the ordinance becomes effective on January 1, 2027, there is no city-specific guest cap, and the California Building Code (Title 24 CCR) occupant-load default applies.

SBMC §6.455.125(E) caps overnight occupancy of every short-term vacation rental at two persons within the unit plus two persons per bedroom. A 3-bedroom STR is therefore capped at 8 overnight guests. The permit administrator may approve higher numbers only on a documented showing of unusual size, layout or parking.

Simi Valley FAQ
How many guests can stay overnight at a Simi Valley short-term rental?
Once the new ordinance takes effect January 1, 2027, the cap is two adults per bedroom; children are not counted. Until then there is no Simi Valley-specific overnight guest cap, but the California Building Code occupant-load standards and the noise ordinance (SVMC Section 5-16.02) effectively limit large gatherings.
Can I rent my Simi Valley home for a wedding, birthday party, or filming day?
No. The May 2026 ordinance bans events and parties at STRs entirely, regardless of guest count. The City confirmed this in its December 2025 staff presentation to City Council. Larger commercial gatherings would also need a separate Temporary Use Permit under Simi Valley Municipal Code Section 9-22.040.
Ventura FAQ
How many guests can stay overnight in a Ventura STR?
Two persons plus two more per bedroom. A studio or 1-bedroom is capped at 4 overnight, a 2-bedroom at 6, a 3-bedroom at 8, and so on (SBMC §6.455.125(E)).
Can I get approval for more guests?
Yes, but only by application showing unusual size, interior layout, or parking. The city must mail notice to every property within 300 feet of yours, accept 30 days of written comments, and may require a site visit (§§6.455.100(B)–(C), 6.455.110).
Are daytime visitors capped separately?
Ordinance does not set a daytime cap, but §6.455.125(G)(1) requires the owner to specify the permitted number of daytime visitors in the rental agreement and post it inside the unit. Once written, that figure is enforceable as a performance standard.
