Simi Valley does not set STR occupancy limits because short-term rentals are not an allowable land use under Simi Valley Municipal Code section 9-22.030.A.1. A 2024-2026 city effort to license STRs (proposing a two-adults-per-bedroom cap) was rejected by the Planning Commission on March 4, 2026, which recommended a continued citywide ban.
Under SVMC section 9-22.030.A.1 of Title 9 (the Development Code), short-term rentals are not listed as an allowable land use in any residential zone, meaning the city does not permit, license, or set an occupancy ceiling for STRs. From late 2024 through early 2026, city staff drafted a regulatory ordinance that would have allowed STRs subject to conditions, including a proposed cap of two adults per bedroom (children excluded from the count), annual permits, an annual permit cap option, prohibitions on stays in garages, ADUs, and accessory or temporary structures, a ban on events and parties, HOA approval where applicable, a 24-hour contact and nuisance response plan, and a 30-minute complaint response. On March 4, 2026, the Simi Valley Planning Commission voted 4-0 to recommend that the City Council reject the licensing program and keep the prohibition. Until and unless the City Council adopts a different ordinance amending section 9-22.030, no occupancy limit applies because no STR is lawful in the first place. For long-term rentals (31+ days), state law and ordinary zoning, not STR rules, govern household size, with state Senate Bill 1207 (2024)-style overcrowding protections and the federal Fair Housing Act limiting how strict any occupancy limit may be. Ventura County's separate STR rules apply only to unincorporated areas, not within Simi Valley city limits.
Operating, advertising, or booking any rental of 30 days or fewer is itself a code violation regardless of how few guests stay. The city may pursue administrative citations, civil action, and nuisance abatement. The proposed (not adopted) ordinance contemplated fines of roughly $1,500 to $5,000, but the operative remedy today is enforcement of the underlying ban under section 9-22.030.
