Simi Valley, CA Noise Ordinances: Construction Hours (2026)

Municipal Code § 5-16.02(i) folds construction hours into the City's general noise-nuisance section. It declares the "erection, excavation, demolition, alteration, construction, or repair of any structure or building" outside 7:00 a.m. to 7:00 p.m. to be an unlawful public nuisance, with no separate decibel test required, unlike the other clauses in § 5-16.02 that hinge on disturbing "a person of ordinary and normal sensitiveness." The window covers every day of the week; the Code does not carve out a shorter Sunday or holiday schedule.

The only relief valve runs through the City Engineer. The ordinance allows work outside the 7 a.m. to 7 p.m. window "when the urgent necessity, in the interests of the public health and safety, requires and the City Engineer consents thereto," and separately lets the City Engineer approve off-hours work "on any day or at such times within such hours" where denying permission "would result in substantial loss or inconvenience." Both routes require the City Engineer's advance sign-off, documented in the Engineer's own findings; there is no self-certifying exception for contractors.

Because § 5-16.02(i) sits inside the chapter's general nuisance-and-penalty structure, a builder who works outside the permitted hours without City Engineer consent is "guilty of a misdemeanor for each day" the violation continues, carrying the Code's standard misdemeanor exposure under § 1-2.02: up to a $1,000 fine, up to six months in County Jail, or both.
