Simi Valley, CA Building Safety: Plumbing Permits (2026)

01 of the Simi Valley Municipal Code adopts the 2022 California Plumbing Code, Part 5 of Title 24 of the California Code of Regulations, as the City's primary plumbing code, incorporating local omissions, amendments, and additions, with a copy kept on file for public examination at City offices. 04 specifically exempts it. That exemption covers only two narrow situations: stopping a leak in a drain, soil, waste, or vent pipe, provided that if a concealed trap or pipe turns out to be defective and must be removed and replaced with new material, that replacement is treated as new work requiring its own permit and inspection; and clearing a stoppage or repairing a leak in a pipe, valve, or fixture, including removing and reinstalling a water closet, as long as the repair does not involve replacing or rearranging valves, pipes, or fixtures.

Any work beyond those two categories, including new fixture installations, repiping, water heater replacement, or sewer lateral work, requires a permit and inspection under Chapters 5 through 9 of Title 8. 03(b) reinforces that even when a building permit is exempted for other work, a separate plumbing permit is still required if plumbing work is involved. Permit applications follow the same process as other building permits: a written application with plans and a stated valuation, review by the Building Official, and inspection at required stages before the work is concealed.
