Camarillo, CA Building Safety: Plumbing Permits (2026)

Municipal Code Sec. 255, adopted by Ord. No. 2034, Sec. 2 (11-12-2025), states that the administrative provisions of Chapter 1, Division II of the California Building Code, as locally modified, govern how plumbing permits are applied for, issued and enforced, and routes violation and penalty questions to Sec. 310. Those shared administrative rules give plumbing permit applicants real deadlines and costs: Sec. 030 (CBC Sec. 2) deems a permit application abandoned 180 days after filing unless pursued in good faith or extended in writing for justifiable cause, in increments of up to 180 days each.

Sec. 035 (CBC Sec. 5) voids an issued permit if work does not start within 12 months, or if work is suspended for 180 days; restarting inside one year costs half the original permit fee, but a lapse of more than a year requires a brand-new full-fee permit. Sec. 045 (CBC Sec. 8) imposes an investigation fee equal to the full permit fee whenever plumbing work is discovered to have started without a permit, on top of the permit fee itself. Sec. 050 (CBC Sec.

9) caps fee refunds at 80 percent of the permit or plan-review fee, and only on a written application filed within 180 days of payment. Sec. 055 (CBC Sec. 10) authorizes reinspection fees when work isn't ready, plans aren't on site, or access is denied on the scheduled date.
