How tall can a front yard fence be?

Within front or street side yard setbacks the maximum is 3 feet 6 inches. In the Estate Residential (ER) and Ranchette (RAN) districts, open ornamental fences up to 7 feet (excluding chain link) are allowed with Zoning Clearance approval, and in the Agricultural (AG) district solid or open fences up to 7 feet may stand in the front setback if outside any future maximum right-of-way.

Does this apply inside Yuba City or Live Oak?

No. Yuba City and Live Oak are incorporated cities with their own municipal codes. The Sutter County Zoning Code applies only in unincorporated Sutter County.

Can my neighbor build a 12-foot fence to block my view?

A fence unnecessarily exceeding 10 feet in height that is maliciously erected or maintained to annoy an adjoining owner or occupant is a private nuisance under California Civil Code Section 841.4, and you may seek civil remedies. It would also exceed the county's zoning height limits.
