Can I buy a Yuba City house solely to rent it short-term?

The Municipal Code does not prohibit non-owner-occupied STRs in dwellings other than ADUs/JADUs. You must still register for TOT (Title 3, Ch. 6, Art. 4) and obtain a business license.

Does the 30-day ADU rule apply to my main house?

No. Ord. No. 006-22 applies only to accessory dwelling units and junior ADUs under Gov. Code §65852.2. Detached single-family homes are not subject to the 30-day minimum.
