County parks and recreation areas in unincorporated Tulare County are closed to the public during hours set by Board of Supervisors resolution, and it is unlawful to enter, loiter, or remain when a park is closed (County Code section 2-05-1295). A separate quiet-hours rule bars loud or annoying noise between 10:00 p.m. and 6:00 a.m. in any County park.
Tulare County regulates park hours and after-hours presence through Part II, Chapter 5 of its Ordinance Code (County Parks and Recreation Areas). Section 2-05-1295 (Hours of Operation) provides that County Parks and Recreation Areas 'shall be closed to use by the public during such hours as the Board of Supervisors may establish by resolution,' and makes it unlawful for any person to enter, trespass, loiter, or remain in a County park or recreation area while it is closed - unless the person has written permission from the General Services Director, holds a valid camping permit for a designated campsite, or is camping in a boat in an area designated for that purpose. In addition, section 2-05-1110 (Disturbances) makes it unlawful to create or maintain any loud, excessive, or annoying noise between 10:00 p.m. and 6:00 a.m. within any County park, recreation area, lake, river, or public waters, and section 2-05-1105 lets the Sheriff and County officials close or restrict any park when needed to protect public health or safety. Camping is limited (for example, a 15-day stay limit and a 1:00 p.m. check-out before an extra day's fee applies). Most violations of Chapter 5 are misdemeanors under section 2-05-1160. Posted closure hours vary by park and season, so visitors should check posted signs or the County's park information before an after-dark visit.
Entering, loitering, or remaining in a County park or recreation area while it is closed is unlawful under section 2-05-1295, and creating loud or annoying noise between 10:00 p.m. and 6:00 a.m. violates section 2-05-1110. Most Chapter 5 violations are misdemeanors (section 2-05-1160), punishable under the County Code's general penalty (section 125) by a fine up to $1,000 and/or up to six months in county jail.
