Loudoun County has no crypto-mining-specific ordinance. A commercial cryptocurrency or blockchain mining operation is treated as a data center use and must meet the same Special Exception requirement and Section 4.06.02 siting, screening, setback, and 55 dB(A) noise standards.
Loudoun County's Zoning Ordinance contains no provision singling out cryptocurrency or bitcoin mining. Because a mining operation is a computing facility housing servers and cooling infrastructure, the county regulates it under the Data Center use in Section 4.06.02. That means a commercial mining facility requires the same Special Exception approval put in place in March 2025, the 200-foot structure and 100-foot parking setbacks from residential property, full screening of mechanical equipment, a Type C buffer on a six-foot berm, and compliance with the 55 dB(A) noise ceiling and pre- and post-construction noise studies under Section 7.05.03. Home-based hobby mining on a residence is governed instead by ordinary residential and home-occupation rules.
No crypto-specific penalty exists. A commercial mining facility built without the required Special Exception, or breaching the 55 dB(A) noise cap or 200-foot residential setback, faces Loudoun County zoning enforcement, denied Site Plan approval, and mandated mitigation.
