Sierra County has no standalone noise ordinance. Sierra County never adopted the noise ordinance its own General Plan calls for, so there is no countywide decibel code with fixed hourly limits. Instead, Noise Element Policy 8 requires new non-transportation (stationary) noise sources - a data center's chillers, cooling fans, and backup generators - to be mitigated so they do not exceed the Table 7-4 compatibility standards, measured immediately within the property line of noise-sensitive uses such as homes, schools, and hospitals. Those standards become binding conditions during CEQA and special-use-permit review, and Policy 13 can require a full acoustical analysis. The rural baseline is quiet: 1991 monitoring measured roughly 47-50 dB Ldn at Downieville and Loyalton.
There is no noise fine schedule. A permitted data center that breaches its Table 7-4 noise conditions faces use-permit enforcement - notices of violation, required added mitigation, and, for continued noncompliance, revocation of the special use permit.
